Title: Healthcare Access Gap Analysis for
Kansas City, Missouri Metropolitan Area
1. Introduction:
Kansas City Medical Society Foundation (KCMS Foundation) extends an invitation to submit proposals for a comprehensive Healthcare Access Gap Analysis for the Kansas City metropolitan area. This analysis aims to identify and address barriers preventing Missouri residents from accessing medically necessary healthcare services. The findings will guide strategic initiatives to enhance healthcare accessibility and mitigate disparities within the metropolitan area.
KCMS Foundation, a 501(c) (3) nonprofit organization and the charitable arm of the Kansas City Medical Society, is governed by a 24-member Board of Directors made up of physicians, representatives of hospitals, safety net clinics, and other community organizations. KCMS Foundation and Acrux KC will use findings in this report to develop projects and programs that help people who are low-income, uninsured, under-insured, or otherwise medically indigent get healthcare. We expect to base direct service programming and systems-change initiatives on what we learn in this report.
2. Scope of Work:
The chosen contractor will undertake an in-depth analysis of healthcare access for residents of Kansas City, Missouri, and Jackson, Clay, and Platte Counties in Missouri, including:
a. Quantitative Data Collection and Review:
• Review of aggregate data from hospital emergency departments, focusing on high-acuity manifestations of underlying chronic conditions that are typically managed within primary care, and/or represent a lack of access to specialty care;
• Examination of healthcare disparities based on factors such as race, gender, age, income, insurance status, and census tract;
• Assessment of services not covered through expanded Medicaid for otherwise eligible MoHealthNet recipients;
b. Qualitative Research:
• Conduct interviews with front-line social services staff, including community health workers and case managers, to understand common post-expansion barriers in accessing health care services, including primary care, specialty care, therapies, prescription medications, durable medical equipment / adaptive technology.
• Access to front-line staff will be facilitated by Acrux KC and KCME Foundation through our community partnerships.
c. Gap Analysis:
• Synthesize collected data to identify populations and geographic areas experiencing significant gaps in accessing healthcare services.
• Evaluate root causes of these gaps, including systemic, structural, and socio-economic factors impacting residents’ access to essential healthcare services.
• Use GIS mapping to visualize healthcare access disparities based on geography.
d. Recommendations:
• In consultation with leadership of Acrux KC and KCMS Foundation, develop actionable recommendations to address identified gaps in healthcare access, focusing on interventions, policy reforms, and resource allocation strategies.
• Prioritize recommendations based on their potential to reduce disparities and improve healthcare access for Missouri residents in the Kansas City area.
3. Deliverables:
• Detailed report presenting findings of the healthcare access gap analysis, including data analysis, GIS maps, qualitative research insights, and actionable
recommendations.
• A community-facing report document that presents high-level findings.
• Additional materials or documentation necessary for effectively communicating analysis results and recommendations.
• Present findings to KCMS Foundation leadership, project funder(s), general community.
4. Proposal Range: $75,000 - $85,000
5. Timeline:
• Proposal Submission Deadline: May 17, 2024
• Contractor Selection: June 1, 2024
• Project Commencement: July 1, 2024
• Project Completion: December 20, 2024
6. Proposal Submission:

• Company or individual profile, highlighting relevant experience and qualifications.
• Proposed methodology for conducting the healthcare access gap analysis, including Missouri Medicaid access.
• Detailed project timeline indicating key milestones and deliverables.
• Budget proposal, outlining costs for each component of the analysis.
• Any additional information pertinent to the proposal.
7. Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
• Demonstrated expertise in healthcare access research and analysis, particularly concerning uninsured and Medicaid populations.
• Clarity and feasibility of the proposed methodology, with a focus on addressing Missouri residents’ healthcare access challenges.
• Qualifications and experience of the proposed project team in conducting similar analyses.
• Realistic budget proposal demonstrating cost-effectiveness.
• Ability to deliver high-quality, actionable recommendations within the specified timeline.
